When a packaged i-model is published from a master document that has one or more references which themselves have raster references, the raster references will not be included in the packaged i-model if they are not copied out before publishing. To ensure they get copied out and therefore included in the packaged i-model, before publishing the i-model turn on the Display Raster References setting in the References dialog in MicroStation for each reference that has raster references.
